The Certificate in English Proficiency (CEP) programme aims to develop your accuracy and fluency in the appropriate use of English. It is a pre-requisite to any of our diploma and undergraduate degree programmes if you have not already satisfied the English Language requirement. At the end of the programme, students will be able to:

  • Employ practical and academic English skills necessary to succeed in everyday life, at the university, and in business
  • Acquire a wide vocabulary
  • Gain confidence to use English in any situation
  • Increase grammatical control in academic speaking and writing

Programme Structure

Programme Duration

Full time: The programme can be completed within 12 months.

Programme Structure

This programme consists of 5 levels, amounting to a total of 920 contact hours for the full-time pathway.

Assessment and Examination

At the commencement of each module, students will be provided the assessment mode and weightings for the module. Most modules have several points of assessment, which may include assignments, tests, projects and final examinations.

Level 1 (Elementary)

Speaking and Listening

  • Learn pronunciation
  • Describe people, possessions, places, plans and celebrations
  • Ask and answer simple questions


  • Skim and scan for information
  • Infer meanings of unfamiliar words
  • Group ideas and identify topics and ideas


  • Practise sentence-making skills
  • Improve sentence structure
  • Write personal letters, emails, notes, and cards understand concept of unity, support and coherence

Level 2 (Pre-Intermediate)

Speaking and Listening

  • Practise pronunciation
  • Offer suggestions, advice and opinions
  • Develop and share detailed plans


  • Skim and scan for key words and information
  • Build vocabulary
  • Understand paragraph development


  • Understand the writing process
  • Write and analyse strong paragraphs
  • Understand the concepts of unity, support and concluding sentences

Level 3 (Intermediate)

Speaking and Listening

  • Continue to practise pronunciation
  • Speak conditionally,hypothetically or speculatively
  • Learn how to describe and sell products and places


  • Identify the main points and important supporting information
  • Understand complex sentence structures
  • Understand the different parts of a text and how they relate to one another


  • Develop a strong essay: introduction, body and conclusion
  • Use transitional and logic words in writing
  • Describe places, things, and data
  • Practise writing to achieve a sale or resolve an issue

Level 4 (Intermediate+)

Speaking and Listening

  • Enhance pronunciation
  • Present academic and business data
  • Acquire effective presentation skills


  • Revise skimming and scanning
  • Distinguish fact from opinion
  • Learn higher level vocabulary
  • Read for speed and comprehension


  • Learn academic essay writing skills
  • Analyse and interpret complex graphs, charts and tables
  • Present an argument clearly

Level 5 (Upper Intermediate)

Speaking and Listening

  • Enhance pronunciation
  • Enhance effective presentation skills
  • Interview people and conduct a survey
  • Debate a complex point in an open forum


  • Summarise a text
  • Revise skimming and scanning
  • Learn to paraphrase
  • Understand sourcing and inference
  • Read for speed and comprehension

Programme Details

Delivery Mode

The programme is taught in a highly fun and interactive learning environment where students will have the opportunity to collaborate, experiment, and learn. Students will engage in weekly fun learning activities, role-plays, and presentations enabling them to participate in independent learning, group work and presentation skills.
Teaching and learning methods will include Information Research, Open Textbook Study, Presentations, Academic Reading-Writing-Listening-Speaking, Role Plays and Blended Learning.


Lectures, tutorials and project assignments will be conducted within PSB Academy campus.  

Minimum Number of Students Before Class Commences

Minimum 15 students are required before commencement of classes.
